In layer panel > overlays, add Empire Territory option.
In features panel, add an Empire section containing watchtowers, capitals, and territory.
Territory should match the state of the overlay option (just an alternative checkbox), and capitals should show only claims that are the capital of an empire. Probably need to grab an icon for this. Capitals option needs to work alongside claims layers (and banks/markets/waystones).
Add energy data to watchtower nodes (current energy/time left, attacker/defender energy if under siege).
