Summary

Add the MVP Basic App template to the controlled template registry.

Scope

• minimal Stellar-ready project structure appropriate for a starter;
• deterministic package/config files;
• template metadata and substitution variables;
• generated-project smoke test;
• README for the generated project.

Acceptance Criteria

• template is selectable through the registry;
• generation succeeds through CLI-026;
• generated project passes its documented setup/build smoke test;
• no secrets or committed credentials are present;
• template remains minimal and clearly scoped.
