Summary

Add the MVP backend API starter template for services that integrate with Stellar applications.

Scope

• trusted API-service template structure;
• environment example files without secrets;
• health/basic API example;
• Stellar integration placeholder/interface without unnecessary SDK coupling;
• generated README and smoke test.

Acceptance Criteria

• template is selectable and generates successfully;
• generated API starts/builds with documented commands;
• no credentials are committed;
• template is framework-consistent and minimal;
• Stellar-specific integration points are clearly documented rather than fabricated.
