CLI-036 — Add cross-platform CLI validation matrix

Summary

Validate core CLI behavior across the supported operating systems before v1 stabilization.

Scope

• define supported OS/runtime matrix;
• extend CI to cover representative Linux, macOS, and Windows environments where feasible;
• verify path handling, executable startup, subprocess behavior, and generated-project smoke tests;
• document platform-specific limitations.

Acceptance Criteria

• supported platform matrix is documented;
• CI exercises representative platforms;
• path/process tests expose platform differences rather than hiding them;
• known limitations are documented;
• failures on a supported platform are treated as release blockers unless explicitly waived.
