When exporting to gbXML and testing ValueSet.
If Objects ValueSet is False, what if one of its Group has a ValueSet to True.
Current code does not test, which keeps gbXML tidier.
Could on ValueSet = False, recursively loop through Group to see if any Object has ValueSet.
Another option would be to make it a preference.
