Add Command-Line QR Code Generator Script

I propose adding a simple utility to generate QR codes from text or URLs provided by the user. This is an extremely useful tool for modern development, marketing, and sharing information. This project will introduce a minimal external dependency (qrcode), which is standard practice for this functionality, and save the output as a .png file.
