Community: complete the community-health surface (code of conduct, templates, continuity, AI disclosure) #251

Description

@Reefact

Problem

What exists is unusually strong (551-line CONTRIBUTING with an enforced commit contract, bilingual SECURITY.md, PR template with honesty clauses, an explicit human-decides governance rule for AI agents). What is missing is the conventional community layer: no CODE_OF_CONDUCT.md, no .github/ISSUE_TEMPLATE/, no SUPPORT/CODEOWNERS/GOVERNANCE; a bus factor of 1 (all 226 commits by the sole maintainer or agents under their direction) with no continuity/succession statement; the AI-assisted development model — elaborately governed internally — has no user-facing disclosure in README or CONTRIBUTING; and the README invites users to open issues while the public issues page appears restricted.

Impact

GitHub community-profile completeness and maintainer redundancy are standard board criteria for "could become a reference"; the missing files are also exactly what first-time contributors look for.

Direction

  • Add CODE_OF_CONDUCT.md (referenced from CONTRIBUTING), issue templates (bug/feature, mirroring the audit-issue structure), and a SUPPORT pointer.
  • Add a short continuity note (GOVERNANCE.md or a CONTRIBUTING section): who can act if the sole maintainer cannot — the excellent process documentation makes the project unusually survivable, but nothing says so.
  • One user-facing sentence in README/CONTRIBUTING disclosing the governed AI-assisted development model (AGENTS.md already defines it internally).
  • Reconcile the README's open-issues invitation with the repository's issue settings, one way or the other.

Acceptance criteria

  • The GitHub community profile is complete; a continuity statement exists; the AI-assistance model is disclosed where users read; the issues invitation matches reality.

Context

Surfaced by the 2026-07-20 architecture, design & ecosystem audit (doc/handwritten/for-maintainers/audit/2026-07-20-firstclasserrors-architecture-and-design-audit.md, §5.6/§14-HV19; branch claude/firstclasserrors-audit-83gap7).
