Add btn--link

I think we're missing the .btn.btn--link modifier. Should have no padding, should be able to be inline in text without displacing text. Support for icons. Will need to have a mobile-friendly tap area handled via pseuoelement.

@zoopmaster Would this be different than a <button class="btn btn--primary btn--no-border">Primary</button>? We are wanting basically this but no padding so it can align with other text?

@Jeremy-Walton I could see this being a more targeted button style with unique characteristics for hover, focus, and active states but it would likely still have the same tap/click area as a standard button. We may even consider deprecating the btn--no-border pattern in favor of this. It's worth a discussion offline to review pros and cons.
