System.IO.IOException: The program cannot access the file(Failure to start)

SEConfigTool wont start after the first time I attempted to start it and did not select the SE installation(I hit cancel), all it does now is give me the IOException. I posted a link to a screenshot below.

I tired to restart, unlock the file, remove security blocks, etc. The problem is not with another program using the file as far as I can tell.
