[Bug]: Video timer jumps when changing playback quality

### What happened?

When I adjust the video quality whilst it played / paused, the video timer behaves strangely. The timestamp jumps back and forth or counts up, rather than running smoothly.


### Steps to reproduce

1. Open Video
2. Open Video Settings
3. Play Video or Pause
4. Change Quality
5. Watch timer
