update data type equality in code base to use semantic_equality in `arrow-rs/arrow-schema` instead

• minor: support semantic_equality for datatypes arrow-rs#10902

once apache/arrow-rs#10902 (arrow-rs v60.0.0) is merged update call sites in DataFusion to use the new equal_datatypes instead of custom logic.

• Do not error in optimizer if resulting schema has different metadata #4347
• add a checker to confirm optimizer can keep plan schema immutable. #4233

Still blocked on apache/arrow-rs#10902 and an arrow 60 release, so I am holding the assignment rather than freeing it up.

@Rich-T-kid also worth flagging that EquivalenceGauge only relaxes field name, nullability and metadata, so it cannot express the decimal precision/scale and timestamp unit/timezone cases in DFSchema::datatype_is_semantically_equal, nor Dictionary<K,V> == V or Utf8/Utf8View in datatype_is_logically_equal. Reads like a partial extraction rather than a full swap.
