Usage of URI::HTTP vs URI::Generic in baseUri discovery

inside of the _validate_base_uri method it uses URI::HTTP for testing if the type is kind_of.

With the understanding that the 1.0 spec may change this to be baseUrl and not baseUri - 0.8 spec defines the open ended uri. and thus, testing kind for URI::HTTP instead of URI::Generic breaks this.

for most this is a low issue, as most use urls in there baseUri, however, for those of us that follow a different path in life, urn seems appropriate. which is one case to keep the spec agnostic.
