[FEATURE] Add a basic CI pipeline

Yes, I agree. I will apply this and keep the issue open until it's added to the list and implemented.

Should likely target some easy targets such as the latest Ubuntu LTS, debian stable (or unstable depending on dependencies) and windows. I believe it is pretty trivial to setup CPack to bundle that and have github actions create some release .deb and .zip for a release.

But that would require some of the other issues (specifically the install directive and public include headers) to be resolved.
