Allow repository cleanup to be configurable.

The file-based repositories will automatically start deleting old files, when the amount of space used by the repository grows over a certain threshold.

This threshold should be configurable, as should it be possible to disable this functionality completely.

i can do that if you need to complete this task but i have tested the latest version of the plugin and it seems something broken whenever i am trying to upload file it give me 404 so let me know once that is fixed i loved to take PR and make some value configurable.

I've just found old code that attempts to address this issue, and pushed it to this branch: https://github.com/guusdk/httpfileuploadcomponent/tree/14_config-purge

I'm not sure if it's functional (I wrote this many months ago, and I'm unsure why I didn't commit it at the time: there must have been a reason). If you're interested in helping out, I'd love your feedback on that modification!
