Yes, that's the entire point of that debug assertion. Empty spans (with no sugestions) are a bug, best they indicate one with diagnostics logic, worse they could be a symptom of a more serious logic bug.

Using this instead of just stmt.span.with_lo(tail_expr.span.hi())

Do fix the problem, but I really wonder what could happen that this started to ICE, that's very weird
