CLI options are not registered when EasyMarkers are not created in a conftest file

Apparently the only way to register CLI options is to do it before test files collection, so users cannot create their markers in their test files, only in the conftest file. It could be handy to allow them to create the markers anywhere where test collection occurs

The issue is that then we would need to accept all unknown commandline options in the options parsing hook, and validate them later on... this seems quite tricky.
