Currently, in reaction operations in db, users who voted on less than 3 statements are filtered out. This is the absolute bare minimum number of statements needed to compute the cosine similarity scores.
Polis sets a minimum of 7, to make sure that there is enough data to get a meaningful vote profile.
I propose we do the same.
