!bttv command doesn't work the second time

Steps to reproduced

• Start the bot in the tsoding channel
• Say !bttv
• Observe the correct response
• Say !bttv again
• After some time the entire bot will restart and say the join phrase
• No errors in the log

Observations

• The problem only observed in the tsoding channel.
• The problem related to the timeout of gen_server:call, because if you remove the timeout, the second !bttv never fires and the bot is never restarted.

It's only reproducible on tsoding channel. I tried to do the same on tsoderbot and it worked alright every time.

It also works in REPL when I send message directly to tsoder_bot via gen_server:call/2

@rexim try to reproduce that outside of the docker container. Maybe that has something to do with docker.
