Create tool to train and benchmark RL algorithms

🚀 Feature Request

Part of #42. Since pytorch runs in any gym environment, a tool to quickly train and benchmark several algorithms once the environment is set up would be extremely beneficial in future years. Since this will take some time to develop, it is not of highest priority.

Switch ML library of choice to pytorch
