add desktop GUI and detailed usage guides

What changed

• add robotdev gui, a local bilingual Tk desktop interface for selecting a rosbag2 input, quality-gate config, and report directory
• separate Windows PowerShell/CMD and Linux desktop/server instructions
• expand installation, upgrade, uninstall, path handling, exit-code, CI, and troubleshooting guidance
• document deterministic normal, low_rate, and jump demo datasets plus real-bag acceptance procedures
• package the new Markdown guides in source distributions

Why

The original README assumed terminal familiarity and did not clearly distinguish Windows and Linux workflows. New laboratory users can now start with a local visual interface, while advanced users retain the same CLI and Python API. Bag data remains local-only.
