chore(install): replace live PowerShell installer with native Rust install and repair #401

Next dependency after #399: replace the still-live legacy/install-code-intel-pipeline.ps1 installation/repair behavior with native Rust CLI, not with the observation-only doctor. Scope: platform-aware verified binary/shim deployment, config/legacy pipeline payload, PATH/environment persistence, Skill link repair, --InstallMissing and --CheckProvider semantics; preserve failure/rollback and JSON action envelope. Inventory exact side effects and existing release/CI consumers before choosing the Rust command surface. Do not remove the PowerShell compatibility entrypoint or historical rollback fixtures in this change.

Acceptance: existing installer contract tests, new installed-topology smoke in the same PR (DR-0001), and release packaging checks on Windows/macOS/Linux run the native installer and preserve current package layout; only after that switch Skill bootstrap, CI, and release callers, then retire the compatibility path in a separate issue. No baseline reset or PowerShell new behavior. Branch main; approach is native Rust installer with cross-platform package parity. Fancy0uth cannot add claimed (REST 403), so maintainer please add claimed before code. This issue records the dependency and is not a claim that migration is done.
