## Why
`scripts/release.py --open-pr` committed and pushed `release/v{VERSION}`
even when the exported `.unitypackage` was missing. It printed
`(missing: …)` and went on. Release PR #174 was opened that way: its
release commit changes only `CHANGELOG.md`. Merging such a PR dates the
CHANGELOG on master, and then publish stops on the missing package.
## What
- `--open-pr` exits before any git or network call when
`Builds/airconsole-unity-plugin-v{VERSION}.unitypackage` is missing.
`--open-pr --dry-run` still only prints the note, so the preview on
master works without Unity. A committed package (for example, after the
CI or `release_local.py` export) passes the check.
- The release PR no longer seeds an empty `### Added` under the new `##
[Unreleased]`. Nothing reads the heading, and an empty one goes into the
release notes.
- `CHANGELOG.md`: the empty `### Added` under `[Unreleased]` is removed.
## Risk
- #174 still has the missing package, plus the unpushed version bump
`a287361` and an extra CHANGELOG commit. Close it, delete
`release/v2.6.3`, push the version bump to master, and run
`scripts/release_local.py` or Create Release.
## Verification
- Pass at each commit: `python3 scripts/test_release.py`. The new
package check and the new stamp check each failed before their fix.
- Pass: `scripts/check-proprietary-source.sh`.
- Not run: the workflow on GitHub, or a real `--open-pr`.
