Rung 5 of the top bar's ladder, its last, hid the usage block outright.
The ladder bottoms out on a phone, so that is where the limits vanished
-- the one screen with least else to say the session you are about to
start will end early.

Rung 5 now drops only the labels: each limit is its percent and its
reset, '82% 4h', one row each in the order /usage reports, with the
tooltip naming them. 73px, measured, against 129 at rung 4; the level
colours ride on the percent as before.

Measured with a stubbed /api/usage: stage 5 arrives at 380px and the
bar fits down to 330 with the readout under elementFromPoint at every
width; below that the strip scrolls by the difference (10px at 320),
which is the ladder's end, and every phone is wider.
