Changelog category (leave one):

Reuse the dockerhub proxy to mirror test datasets (test.hits, tpc-ds, etc).
This will reduce latency to runners from Hetzner and Scalway.
May have an adverse impact on aws runners, but those are not currently in use.

Resolves #2227

  • OAuth (5m)
  • Parquet (1.5h)
  • RBAC (1.5h)

  • S3 (2h)
  • S3 Export (2h)
  • Swarms (30m)
