Issues with bd_response.c

These are code notes for the response hormone birth death algorithm. Many will overlap with bd_trigger.c because these are a break up of that larger code.

T=1 needs to be moved to a default value and changeable.

max_num_node=24 is also problem specific and needs to be changeable. Default should be 60.

Lines 120-126 are problem specific. We need to generalize and recode.

aaa is a loop break and needs to be tied with a warning and recoded to not be a break. It will not work with R interface I suspect.

Lineas 279-288 have break code and it should be as described for bd_trigger with positivity constraints.
