[General]: Widen and correct dependency version constraints #428

Our dependency ranges in pyproject.toml and conda-recipe/meta.yaml are too strict, narrow upper bounds (e.g. pandas>=3,<3.1) risk conflicts in shared scientific environments, and lower bounds mostly reflect "latest at time of writing" rather than actual minimum requirements.

Proposing we:

  • Widen upper bounds to full-major-version ceilings (keeping a ceiling so Renovate/CI still gate each bump).
  • Lower floors to verified minimums, checked by install + test.
