sms.sendWithTemplate/sms.sendSingleWithTemplate— tests 53-54, reading the template ID fromCCAI_TEST_TEMPLATE_ID.send()'s validation requiredmessageeven whentemplateIdwas provided, which madesendWithTemplate/sendSingleWithTemplatethrow on every call. Now only requires a message when no template is given.
