Approved on Evan's behalf, at his request. Dependency bump plus the go mod tidy propagation the multi-module layout requires (root, .tools, tests, tests/integration/test_server). All 12 required checks green against current develop.

Superseded by #985, which brought k8s.io/api, k8s.io/apimachinery and k8s.io/client-go to 0.37.0 in both the root and tests modules — the whole of what this PR set out to do. Closing rather than leaving it open because it is approved and mergeable, and its branch predates the rest of the batch: merging it now would roll back nine dependencies that have since landed, including prometheus 0.314.0 to 0.313.2, logrus 1.10.2 to 1.10.1, brotli 1.2.3 to 1.2.2 and go-sqlite3 1.14.50 to 1.14.49. |
