Implemented server-side token counting and limit enforcement in
get-compliance-checklist.tsand 5 other AI flow files (ai-compliance-advisor.ts,anti-pattern-detector.ts,design-advisor.ts,document-analyzer.ts,get-implementation-guide.ts).
