P2 Badge Keep TypeScript on the supported compiler API

When CI or contributors run pnpm check, pnpm lint loads typescript-eslint from eslint.config.mjs, but the lockfile resolves typescript-eslint 8.65.0 and its parser/plugin with a peer range of typescript: >=4.8.4 <6.1.0. Bumping the package named typescript to 7.0.2 leaves that lint stack on an unsupported compiler/API combination for every lint run; either keep typescript on the TS 6 compatibility package and add TS 7 under a separate alias, or wait for a typescript-eslint release that supports TS 7 directly.
