Updates both CodeQL action steps to v4.37.9 at the same immutable commit SHA.
Adds a Dependabot group matching github/codeql-action/* so init and analyze updates arrive together.
Supersedes #44 and #45, which update only one half of the CodeQL pair and therefore fail the workflow when the versions diverge.
