Adds configurable local protected-artifact retention (default 30 days, 0 = never), while keeping target-* and targets-* strictly dispatcher-marker gated. Includes config/WebUI schema, migration coverage, focused mtime fixtures, changelog/README/release notes. Stable update.json remains unchanged.\n\nVerified locally: tools/test-protected-retention.sh PASS; tools/test-vnext.sh --source-only PASS; tools/test-webui-actions-hotfix.sh PASS; tools/build-release.sh PASS including WebUI release audit and loopback integration.
