Repairs the exact-device 15-minute sort-now acceptance failure. Productive sorting now scans Download once, prepares guard logging once, and caches filename/custom-prefix/retention context while preserving retention and dispatcher-marker semantics.\n\nVerified locally: focused single-pass test PASS (find_count=2, wc_count=0), protected-retention fixtures PASS, vNext source verify PASS, WebUI actions source verify PASS, full build PASS. Stable update.json intentionally unchanged pending exact-device acceptance.
