Updates the pinned shared WebUI Core from 0.6.4 to 0.6.5. This consumes the generic server-side SIGHUP lifetime fix so the standalone Action loopback server survives launcher exit before browser bootstrap. Source verification, shared release audit, HUP survival integration test, action hotfix tests, and local build all pass. No tag or release is published by this PR.
