Self merge does not work with branch protection

Hi,

When setting Require pull request reviews before merging + Require review from Code Owners within the repo's branch protection rules, the action fails with the comment "There was an issue merging, maybe try again dudicoco".

What is the solution for this?

@dudicoco not sure if this is still relevant but for anybody who comes across this, here is a solution:

• Create a GitHub App for your organization with the following permissions
  • Read access to commit statuses and metadata
  • Read and write access to contents, issues, and pull requests
• Update your organization ruleset to allow the GitHub App to bypass the ruleset for Pull Request Only.
• Add the CODEOWNERS_APP_ID variable and CODEOWNERS_APP_PRIVATE_KEY secret to your organization.
• Update the github action to make use of this app for the github token.
