"His" is confusing here because it's unclear whether it refers to Lucas or to Bruno. You want to mean Lucas here but the last use of "he" and "him" before "His" referred to Bruno.

Unauthenticated callers could look up grants and post report comments without the bot check used on apply.

The report APIs now require a token, so the grant ID step and the final submit need the same challenge as apply.

The grant API treated the id as a substring over titles and bodies, so it could be used as a keyword search. Restrict it to a 6-7 digit token in the issue title.

/api/report trusted a client-supplied issue number, so a caller could comment on any issue in the reports repo. Look up the grant again from the numeric id and ignore issue_number.
