Issue Description
I am logged into the dashboard as uo azle. I use the keyboard to navigate from the breadcrumbs as well as using the voiceover to tell me what is on the page.

Once I tab through the breadcrumbs above. I tab to "Dashboard" and tab again but it skips the "Repository Growth" section and the 3 catorgories that include "Visibility", "Work Types" and "Resource Types" section of the dashboard content and goes to "Admin Sets".
Suggested Fix
Once a user tabs through the breadcrumbs in this case <Home <Dashboard when the user tabs again at "Dashboard" it should take the user to the first section which is "Repository Growth" and prompts the user there is a graph and what the graph is depicting.
If the user tabs again from the graph it should continue on to the next section which is the three boxes that include "Visibility", "Work Type" and "Resource Type" and provide the descriptive information for those three boxes.
From there once they tab to the last box "Resource Type" it should take them to "Admin Sets".
Can anybody QA or does this need an expert?
