[A11y] Gray side navigation not reading menu bar headers

When I navigate to the gray sidebar using the keyboard and voiceover. The screen reader is skipping over the sub section headers ("Activity", "Repository Contents", "Tasks", "Configuraiton".

Suggested Fix

The screen reader should indicate and read the section labels.

Can anybody QA or does this need an expert?

QA Steps

When tabbing through the side navigation the screen reader should read the section label then the first item link in that section.

For example, the screen reader should read "Activity" before reading "Your Activity".
