This PR adds Prometheus metrics to the OutSystems-chisel client/server based on the HLD: https://outsystemsrd.atlassian.net/wiki/spaces/RDVGVS/pages/6140428336/RDV-1728+-+ODC+World+Bank+Cloud+Connector+-+Request+level+observability
This PR is a dependency to adding code to OutSystems Cloud Connector to support starting instances with the metrics enabled.
If no metrics flags passed then these changes have no effect/overhead on existing code.
I have labeled this PR as do-not-merge for now until it has been reviewed and any agreement is made about it. As the changes are in Golang any feedback related to best practice code wise is also welcome.
