Compat check: @babel/parser is used directly (not just as a transitive dep) in ~13 files under scripts/test-migration/, packages/polyfill-connectors/src/reason-emission-scan.ts, and reference-implementation/test/helpers/ri-zero-connector-knowledge-ast-shared.ts.

CI confirms this bump breaks the build: typecheck + full test suite fails with

test/helpers/ri-zero-connector-knowledge-ast-shared.ts(159,5): error TS2322: Type '("decorators" | "importAttributes" | "jsx" | "typescript")[]' is not assignable to type 'PluginConfig[]'.

at parseSource's call to parse(raw, { plugins: [...] }) (ri-zero-connector-knowledge-ast-shared.ts:157-160). Babel 8 tightened the PluginConfig type for @babel/parser's plugins option — bare string plugin names like our ["typescript", "decorators", "importAttributes"] array no longer satisfy the type as-is in this call shape. This needs an actual code fix (adjusting the plugins array literal/type at that call site, and auditing the other ~12 files using @babel/parser for the same pattern before it's safe to bump), not just a version accept.

Per policy: leaving this open rather than merging a build-breaking bump. Verdict: NOT compatible as-is — needs a follow-up code change to the parseSource plugin list typing before this can merge.
