Pins all GitHub Actions used by CI and release workflows to exact immutable commit SHAs. The existing upstream soju source pin remains unchanged at 8bff925bd7b952babe085eedac6c5f9eb68e39c5. This is the first step in M11 release/supply-chain hardening.
