Adds exact-digest release runtime qualification. The release workflow now validates the immutable digest returned by build-push, pulls that exact digest, verifies OCI revision/version and UID/GID 1000, then starts the published image and requires both the SQLite database and admin Unix socket before attestation. CI also tests the digest-validation policy. Existing strict release-ref binding and immutable Action pins remain intact.
