Adds automatic and manual post-release auditing for published soju releases. The audit binds GitHub Release/tag/commit, verifies amd64+arm64 manifest coverage, resolves the immutable digest, verifies the Cosign keyless release signature and OIDC identity, checks OCI revision/version and UID/GID 1000, and starts the exact published digest requiring both SQLite database creation and the admin Unix socket. The release-ref helper gains an explicit audit-only HEAD-mismatch mode while retaining strict default behavior; CI tests both modes.
