Found during a clone-hygiene pass: a two-cell policyengine-uk imputation scratch notebook sits at the repository root, accidentally committed in a "Bug fixes" commit (#282 era). Verified: nothing in the repo references it, it is not part of the package, and it is not covered by .gitignore (so it re-appears in every clone).
