Add an analytics-consent store (Zustand + localStorage, optimistic default off) and a consent-gated telemetry primitive for recommendations. The RecommendationsStrip now emits impression and click events only when the user has explicitly opted in via the privacy settings, with strict input sanitization, bounded session de-duplication, failure-tolerant sinks, and no sensitive data in payloads. Wire the privacy/account settings toggles to the consent store as a single source of truth. Closes Predictify-org#911
