Add support for AviumUI 16.2 / Android 16 QPR2.

AviumUI provides a standard AOSP/Lineage-based build workflow
and supports the use of LineageOS device trees.
I am currently working on an experimental AviumUI 16.2.x
bring-up for the OnePlus 6 (enchilada), using LineageOS 23.2
device sources:

This PR only adds AviumUI-avium-16.2 to the supported ROM
whitelist. It does not modify any CI restrictions or build
infrastructure.
