Address the current AdSense Low value content decision by making publisher value more explicit and reducing commercial competition with editorial content.

This PR does not claim AdSense approval. It establishes the first remediation increment. Article-level quality scoring/remediation and live verification remain required before READY_FOR_REVIEW.
Verification
CI must pass before merge. After merge, production routes must be verified independently.
