pdfx: support Windows ARM64 build - #620

Detect the target architecture and download the matching pdfium binaries. chromium/4690 does not provide win-arm64 binaries, so ARM64 builds default to chromium/7202 which does; the x64 default is unchanged. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
