Problem / motivation
The Image Metadata card is currently an orphan list item after the closing category-tool-list element, leaving invalid semantic structure that depends on browser error recovery.
Scope
Move the existing Metadata list item inside the shared Image category list while preserving Converter, Resize, Compressor, Metadata order, routes, availability, and keyboard behavior.
Non-goals
No tool redesign, route change, processing change, or visual reordering.
Acceptance criteria
- All four production Image tools are direct list items of one category-tool-list.
- No orphan list item remains.
- Visual order, routes, Available status, and keyboard navigation are unchanged.
- Structural regression coverage prevents recurrence.
