Sprint 17.D — Audit save failure and resource-boundary consistency

Goal

Review output, cancellation, failure, and resource-limit behavior as one release surface.

Acceptance criteria

• Review save-picker and Blob-download fallback behavior.
• Review save cancellation and representative invalid/unreadable inputs.
• Confirm failures cannot present false success.
• Preserve the Image 50 MiB application limit and secure-metadata 100 MiB defense limit.
• Fix and test only concrete inconsistencies; do not create a generic state machine.

Completed in PR #44. Save cancellation/failure, queue recovery, shared limits, per-tool workloads, and the metadata library defensive ceiling are covered by the release gate.
